1.1       Sections 6-a (ii), (x), 26 and 28 of PD 857

1.2       Section 15 of PPA AO No. 13-77


To designate/define the anchorage grounds at the terminal ports in Bataan to improve the monitoring of marine operations and ensure the smooth flow of vessel traffic thereat.


3.1       The anchorage grounds specified in Annex "A"* of this Order are hereby established/designated for the terminal ports of Lamao and Mariveles.

3.2       No vessel shall anchor or lie in the approaches to the various private ports in Bataan or be in a position less than 0.25 nautical miles from another vessel already anchored/moored.

3.3       No vessel shall anchor or obstruct the fairways which are delineated by the following coordinates:

A.      East/West Approaches to Lamao Pier at the area between the coordinates:


at a distance of 3 nautical miles

B.      North/South Approaches to Lamao Pier at the area between the coordinates:


at a distance of 2 nautical miles which is in the path of ferries coming/going to Manila and cargo vessels/tankers coming/going to various private piers. The latter vessel's speed should not exceed 6 knots, with a common Precautionary Area of 400 meters radius from Lat. 14º30.9' N Long. 120º 37.45'E.

3.4       All vessels anchoring at the Lamao anchorage, including those berthing at the private ports of the nearby PNOC Petrochemical Development Corp. and Oil Link International Corp. In Lucanin, Mariveles, shall secure the necessary entrance and departure clearances from the PPA Terminal Management Office in Lamao, Limay, Bataan.

3.5       Fishing is prohibited 3 nautical miles from the shorelines of Cabcaben Point to Quitang Point in Limay.

4. PPA MC NO. 11-96, "Description of Anchorage Grounds at PMO Baseports"

The pertinent provisions of PPA MC No. 11-96, insofar as applicable, shall be observed/complied with by all concerned.


Copies of this Memorandum Circular shall be furnished the following:

a.       Commandant, PCG

b.       Director, Coast & Geodetic Survey, NAMRIA

c.       President, United Harbor Pilots' Association

d.       President, Domestic Shipowners' Association

e.       President, Philippine Interisland Shipowners Association

f.        All PPA PDOs and PMOs


All PPA orders, rules and regulations, circulars and memoranda which are inconsistent with this Order are hereby repealed or modified accordingly.


This Order shall take effect immediately.
