[ PRC BOARD RESOLUTION NO. 153, December 03, 1990 ]

PRESCRIBED REFRESHER COURSE FOR THREE TIME FLUNKERS



WHEREAS, pursuant to Section 21 of the Medical Act, as amended, a candidate who fails for the third time in the complete or final examination will be required to take a refresher course prescribed by the Board of at least one year in a recognized medical school or college before he could be allowed to take subsequent examinations;

WHEREAS, on June 17, 1988, the then incumbent Board members promulgated Board Resolution No. 173, prescribing the refresher course for a period of one year in a recognized medical school/college/university for three time flunkers to wit:

-        to enrol in the 4th Year of the Medical course and to submit a certificate of completion of the course signed by the Dean when the candidate applies in the licensure examination;

WHEREAS, due to the non-availability of a medical school to implement the aforesaid refresher course, the Board, carefully studied the matter in order to come up with a well organized, condensed remedial course that can help candidates develop the competencies needed to pass the board examination and which could be feasibly implemented by the medical schools.

NOW, THEREFORE, after establishing the value of the course, the Board resolved, as it hereby resolves, that the contents of the refresher course prescribed by the Board of Medicine be the same as in the undergraduate medical curriculum emphasizing areas relevant to the development of the basic physician, as follows:

Strategy

1.  Prior to acceptance into the course candidates should undergo a physical and psychiatric evaluation to determine and correct any underlying disorder which may prevent the candidate from adequately profiting from the course.

2.  Recognizing that intellectual skills in adults is the immediate goal, activities should mainly be:

a.    information input through lectures and readings

b.    explanations of basic principles and concepts and application in common problems

c.    an abundance of practice tests, oral and written with immediate feedback

d.    repeated retesting of earlier learned principles with opportunities for continuous use.

3.  Schedule — One calendar year distributed into 4 quarters of 10 weeks each for instruction, 2 weeks for examinations and 10 weeks for Lenten, Christmas interquarter breaks and holidays.

Total instruction hours are 1200 (6 hours/day. 5 days/week) distributed as

Medicine (including Psychiatry, Neurology, etc.) and

Surgery (including EENT) — 180 hours each

Pediatrics — 120 hours

OB- Gyne, Preventive Medicine, Anatomy, Physiology, Biochemistry, Micro- Parasitology, Pathology and Pharmacology — 84 hours each

Legal Medicine — 48 hours

Evaluation

1.  Following each quarter a simulated board examination should be given. Candidates who fail should be given remedial work.  Individual instruction focusing on specific weaknesses should be undertaken.

2.  At the end of the course a final simulated board examination should be given.  Candidates who fail should not be certified as having passed the course.

Certification

ONLY EXAMINEES WHO SUBMIT A CERTIFICATE OF COMPLETION FROM THE DEAN OF THE MEDICAL SCHOOL OF THE REFRESHER COURSE SHALL BE ALLOWED TO TAKE THE EXAMINATION.

RESOLVED ALSO that this resolution shall completely rescind Board Resolution No. 173 dated June 17, 1988.

RESOLVED, FURTHER, that after approval hereof by the Commission, this resolution shall be effective in the examinations scheduled in 1991.
