[ MIA MEMORANDUM CIRCULAR NO. 68-A, December 10, 1992 ]

AMENDING MEMORANDUM CIRCULAR NO. 68 ON THE GUIDELINES ON ISSUANCE OF SPECIAL PERMIT FOR THE TEMPORARY UTILIZATION OF FOREIGN REGISTERED VESSELS IN THE DOMESTIC TRADE



Pursuant to the Agreement reached during the meeting on 1 September 1992 among the MARINA/ERB/Tanker Owners and Operators and Local Oil Companies, Memorandum Circular No. 68 is hereby amended to include the following:

Age Limit — No foreign registered vessel of more than fifteen (15) years old shall be granted Special Permit to operate in the domestic trade.

For Tankers — In addition to the required ERB clearance, the company shall submit a copy of the TOVALOP and P & I reflecting the present name of the vessel and its registered/disponent owner, which shall be duly certified by the concerned Oil Company as true and correct.

Additional Requirement(s) — In addition to the requirements listed under 4.2.1 of the General Requirements of MC No. 68, the applicant-company shall submit a copy of the vessel’s Certificate of Registry and the vessel’s Class Certificate.  It is understood that these requirements are pre-approval conditions.

MARINA Memorandum Circular No. 68 insofar as they are not inconsistent with this Circular, shall remain in full force and effect.

This Memorandum Circular shall take effect fifteen (15) days after its publication once in a newspaper of general circulation.
