REVISED EMISSION STANDARDS FOR IN-USE MOTOR VEHICLES EQUIPPED WITH SPARK IGNITION AND COMPRESSION-IGNITION ENGINES



Pursuant to Section 21 of Republic Act 8749 otherwise known as the "Philippines Clean Air Act of 1999" and Section 1, Rule XXXIII of DENR Administrative Order No. 2000-81 (DAO 2000-81) otherwise known as the "Implementing Rules and Rules of the Philippines Clean Air Act of 1999" and by virtue of Executive Order No. 192, Series of 1987, the Department of Environment and Natural Resources hereby adopts the revised emission standards for in-use motor vehicles equipped with spark ignition and compression ignition engines.

SECTION 1. Title - This Administrative Order (AO) shall be known and cited as the "Revised Emission Standards for In-Use Motor Vehicles Equipped with Spark-Ignition and Compression-Ignition Engines Except Motorcycles".

SECTION 2. Purpose - The purpose of this Administrative Order is to synchronize the emission standards of in-use motor vehicles equipped with spark-ignition and compression-ignition engines with the emission standards for new motor vehicles for which they were certified to through a certificate of conformity issued by EMB.

SECTION 3. Scope and Coverage - This AO shall lay down the revised emission standards for in-use motor vehicles equipped with spark-ignition (except motor cycles) and compression-ignition engines particularly Tables 16 and 17 in Section 1, Rule XXXII of DAO 2000-81.

SECTION 4. Definition of Terms -

The definition of terms used in this Order shall be the same as those terms/words defined in DAO 2000-81 except for the following:

1) "Spark Ignition Engine" means an internal combustion, engine in which the air/fuel ratio is ignited by a spark plug e.g. gasoline engine, LPG engine, CNG engine;

2) "Three Way Catalytic Converter" means a pollution control device installed in a motor vehicle to control CO, HC and NOx.

SECTION 5. Emission Standards for In-Use Motor Vehicles - All in-use motor vehicles that are pre-registered with DOTC/LTO will only be allowed renewal of registration upon showing proof of compliance of the emission standards described below. The DOTC/LTO shall conduct the vehicle test utilizing the Motor Vehicle Inspection Station (MVIS) or its duly authorized and accredited inspection centers consistent with the R.A. 7349 otherwise known as the Consumer Act of the Philippines within sixty (60) days prior to date of registration.

SECTION 6. Test Procedures for Measurement of Exhaust Emissions

The test procedures for measurement of exhaust emission for in-use motor vehicles with spark ignition and compression ignition engines are described Annexes B and C of DAO 2000-81.

SECTION 7. Effectivity

This Administrative Order shall take effect fifteen (15) days from its publication in the Official Gazette or in a newspaper of national circulation.
