ISSUANCE OF MOTOR VEHICLE SPECIAL PLATES
In the interest of the service and in order to regulate the issuance of motor vehicle special plates, you are hereby directed to stop the processing of all requests for the issuance of special plates until such time that the Implementation Rules and Regulations (IRR) on Malacanang Memorandum Order No. 65 dated June 20, 2003 entitled "Authorizing the Department of Transportation and Communications, through the Land Transportation Office, to Issue Optional Motor Vehicle Plates Bearing Preferred Inscriptions," is finalized and approved. Henceforth, all motor vehicle license plates should be issued strictly in numeral sequence as provided for in Section 4 of Circular No. 82-028 dated June 8, 1982. For strict compliance.
