[ NTC MEMORANDUM CIRCULAR NO. 7-2-92, February 18, 1992 ]

REGULATING THE USE OF LEASED LINE FACILITIES BY SUBSCRIBERS FOR INTERNATIONAL LONG DISTANCE TELECOMMUNICATIONS SERVICES



In pursuance of the objective of the Department of Transportation and Communications to promote the growth and development of the telecommunications industry in the country and to ensure the appropriate collection of all revenues and taxes, including foreign exchange, that are due the government from international long distance telecommunications services, the National Telecommunications Commission hereby declares that Philippine-based subscribers of domestic and international leased line facilities cannot terminate or allocate any such leased facilities to the public switching system(s) of foreign telecommunications entities as to permit the routing of calls using the said leased line facilities to points outside of the Philippines and/or terminating in a subscriber’s terminal equipment in the Philippines.

This circular shall take effect immediately and shall amend such other memoranda or orders that are inconsistent with it.
