FURTHER AMENDING THE RULE GOVERNING VICIOUS HORSES (REFUSE TO START/REFUSE TO START WITHIN TWO SECONDS AND OTHER VICIOUSNESS)



Please be informed that the Philracom Board, in its meeting held last July 5, 2005, resolved to further amend the rule governing VICIOUS HORSES (refuse to start/refuse to start within two (2) seconds and OTHER VICIOUSNESS), as contained in the Notice of the Commission dated, December 7, 2004.

 

OLD RULE: (Amended below)

 

1st offense - warning, if non-placer less one kilogram, can go down on the next lower group. If handicap weight is 52 kg.; plus two (2) jump outs and barrier trial

 

2nd offense - if non placer its handicap weight will be retained plus two jump outs and barrier trial on a regular race

 

NEW RULE:

 

A. RULE GOVERNING VICIOUS HORSES (refuse to start/refuse to start within two (2) seconds and other VICIOUSNESS who finished the race)

 

1st offense - If non-placer, less one (1) kg. If handicap weight is 52 kilograms, may go down on the next lower group after two (2) jump outs which must be submitted to PHILRACOM's handicapping section.

 

2nd & succeeding offense - If non-placer, less one (1) kg subject to two (2) jump outs and one (1) official race day barrier trial. If handicap weight is 52 kilograms, may go down on the next lower group after serving suspension given by the Board of Stewards plus two (2) jump outs and one (1) official race day barrier trial.

 

B. RULE GOVERNING SEVENTY FIVE METERS:

 

75 METERS - Horses coming seventy five meters will not be required to undergo barrier trial; after serving the thirty calendar days suspension. It may now participate in the regular race.

 

This rule will take effect on August 1, 2005.
