RESOLUTION AMENDING THE HANDICAPPING SYSTEM FOR THE MAIDEN RACES



Please be informed that the Philracom Board in its meeting held last July 9, 1999 resolved to approve the new rules which will govern the Handicapping System for the Maiden Races which will take effect fifteen (15) days after its publication.

General Rules

1.1 PHILRACOM creates MAIDEN DIVISIONS 1.A, 1B, 2A and 2B, replacing Maiden Divisions C through I.

1.2 All NOVATO Horses shall be classified into either MAIDEN DIVISION I (MD1) or MAIDEN DIVISION 2 (MD2) depending on their bloodlines.

1.2.1
MAIDEN DIVISION (MD1) horses shall be those whose dams and/or maternal grand dams are known thoroughbreds.
 
1.2.2
MAIDEN DIVISION 2 (MD2) horses shall be those with no known thoroughbred bloodlines up to their maternal grand dams.
 
1.2.3
Generally, all horses shall be considered as thoroughbreds and classified into MD 1 unless the owner trainer can furnish sufficient proofs that his horse qualifies for MD 2. These shall be submitted to PHILRACOM before the horse can participate in any Maiden Race. Otherwise, the right to request for re-classification shall be forfeited.

1.3 Both MAIDEN DIVISIONS shall be further divided into MD1A and MD1B; and into MD 2A and MD2B, respectively.

1.3.1
All horses, after running in the Novato Race, shall be classified into either MD 1A, MD2A. Colts shall carry 54 kgs. while fillies shall carry 52 kgs. and will maintain these weights while they are in the Maiden Division. After three (3) consecutive clean losses, horses in MDIA shall be down to MD1B while those in MD2A shall go down to MD 2B.
 
1.3.2
Horses going down to MD 1B and MD2B shall also follow the above rule 1.3.1 re weight assignments.

1.4 Horses in MAIDEN DIVISION 1 cannot go down to MAIDEN DIVISION.

1.5 Sweepstakes runners (except the winner) shall go to MD1A regardless of bloodline.

1.6 All Sweepstakes Winners will go to Winners Division (WD)19.
Winners of MAIDEN DIVISION 1A will go to
Winners Division (WD) 20.
Winners of MAIDEN DIVISION 1B will go to
Winners Division (WD21.)
Winners of MAIDEN DIVISION 2 A will go to
Winners Division (WD) 24.
Winners in MAIDEN DIVISION 2B will go to
Winners Division (WD) 25.
1.7 Horses in MD 1 B and MD 2B after five (5) consecutive clean losses, may be renounced to the Winners Division group and will go to EDATSC
MAIDEN DIVISION (MD) 1B — Winners Division 22
MAIDEN DIVISION (MD) 2B — Winners Division 26
1.8 Horses which have not participated in any MD 1 A or MD 2A race for four (4) months or more will go down to MD 1B or MD 2B, as the case may be. Only horses that have run in MD 1A or MD 2 A may avail of this vacation rule.

1.9 Purses shall be distributed as follows:
MAIDEN DIVISION 1 A - 30%
MAIDEN DIVISION 1 B - 27%
MAIDEN DIVISION 2 A - 23 %
MAIDEN DIVISION 2 B - 20 %
1.10 Philracom will create a Committee that will recommend to the Board the classification of horses before they are allowed to run in the MAIDEN DIVISION Races. Any question regarding the classification of horses should be submitted in writing to the Philracom Board for adjudication.

2. HORSES NOW IN THE WINNERS DIVISION AND MAIDEN DIVISION C THROUGH 1 SHALL BE CLASSIFIED ACCORDING TO THE FOLLOWING RULES:

2.1 Sweepstakes Winners since March 15, 1999 shall be re-classified to Winners Division (WD) 19, as long as they have not yet won in their respective Winners Division, Stakes Races or any Special Races.

2.2 All winners of Maiden Races since March 15, 1999 shall be re-classified as follows:
Winners of Maiden Division C & D - WD 20
Winners of Maiden Division E & F - WD 21
Winners of Maiden Division G - WD 24
Winners of Maiden Division H & I - WD 25
provided that they have not yet won in their respective Winners Division, Stakes Races or any Special Races.

Owners/trainers of horses covered by Rules 2.1 and 2.2 above shall submit their requests for re-classification in writing to the Philracom.

2.3 Horses currently in Maiden Division C and D shall go to Maiden Division 1 A while those in Maiden Division E and F shall go to Maiden Division 1B.

2.4 HORSES IN MAIDEN DIVISION PROVEN TO HAVE NO KNOWN THOROUGHBRED BLOODLINES (see Rules 1.2.1 and 1.2.2 ) shall go to MAIDEN DIVISION 2 A.

2.5 Horses in Maiden Division G will go to MAIDEN DIVISION 2 A and those in Maiden Division H and I will go to MAIDEN DIVISION 2 B.

2.6 Any question regarding the re-classification of horses shall be submitted in writing to the Philracom. Any request for re-classification shall be forfeited once the horse has already won in the group it was originally assigned to.
