SUSPENSION OF ADMINISTRATIVE ORDER NO. 2010-0022, OTHERWISE KNOWN AS THE POLICIES IN THE CONDUCT OF PSYCHOLOGICAL EXAMINATIONS FOR OVERSEAS WORK APPLICANTS AND BHFS BUREAU CIRCULAR NO. 1 S. 2010



Considering the passage of Republic Act No. 10022, “An Act amending Republic Act No. 8042, otherwise known as the Migrant Workers Act and Overseas Filipinos Act of 1995 as amended, Further improving the Standard of Protection and Promotion of the Welfare of Migrant Workers, Their Families and Overseas Filipinos in Distress, and For Other Purpose”, it is in the interest of the overseas workers that the standards and operations of our Overseas Filipino Workers’ (OFW) Clinics be thoroughly reviewed to address the demand for quality pre-employment medical examinations (PEME). The review shall include upgrading the requirements of OFW Clinics to meet the international standards and other related matters. In view thereof, Administrative Order No. 2010-0022, otherwise known as the Policies in the Conduct of Psychological Examinations for Overseas Work Applicants and the concomitant BHFS Bureau Circular No. 1 s.2010 are hereby suspended effective immediately.

During the suspension of AO No. 2010-0022 and BHFS Bureau Circular No. 1 s.2010, all OFW Clinics shall abide and comply with the requirements and guidelines for psychological examinations and psychologists provided under Administrative Order No. 1 s.2003, “Operational Guidelines in the Conduct of Pre-employment Medical Examination of Overseas Workers and Seafarers” and Administrative Order No. 2009-0002 s.2009, “Addendum to Administrative Order No. 1 s.2003”.
