[ DA ADMINISTRATIVE ORDER NO. 02, S. OF 2010, January 14, 2010 ]

CRITERIA FOR THE ACCREDITATION OF OPV CORN SEED GROWERS/PRODUCERS



Pursuant to the provisions of the Implementing Rules and Regulations of the Seed Industry Development Act of 1992, and to ensure and sustain adequate supply of seeds of the desired quality, the following criteria for accreditation of OPV Corn seed producers/ growers are hereby promulgated.

1. The applicant must be an individual farmer, of legal age, or a member of a cooperative/seed growers association/farmer organization, corporation (subject to existing laws, policies, rules and regulations);

2. The applicant must submit 2 pcs. latest colored 2 x 2 ID picture and any authenticated photocopy of the following documents:
- land title indicating ownership
- lease hold contract
- any notarized documents as proof of stewardship
3. For individual OPV Corn seed grower, the applicant must be:
a. A graduate of OPV Corn Seed Production and Certification training course conducted by government agencies (ATI, BPI, SCUs and DA-RFUs) involved in the training and implementation of OPV Corn Seed production and certification program. The training for accreditation must be coordinated with the BPI as the accreditation authority; and
b. Willing to undergo retooling course which is coordinated with the Bureau of Plant Industry (BPI) at applicant’s expense every three (3) years before renewal of accreditation.
c. Certificate of accreditation is non-transferable.
4. For seed growers cooperative/association, it must:
a. Be duly registered with Cooperative Development Authority/Securities and Exchange Commission/Department of Labor and Employment;
b. All members must have finished OPV Corn Seed Production and Certification training course coordinated with BPI;
c. Require its designated member(s) to undergo retooling course coordinated with BPI every three years before renewal of accreditation at its own expense;
d. All members must be accredited
5. For seed company, it must:
a. Be duly registered with the Securities and Exchange Commission; and
b. Designate technical expert and extension staff who will undergo OPV Corn seed production and certification training coordinated with the BPI.
6. The seed grower must have a minimum actual area of one (1) hectare for accreditation. Any expansion in areas within the accreditation period shall be subject to validation by the seed inspectors, recommended by the Regional NSQCS and approved by the Chief NSQCS.

7. The field must have access to irrigation facility.

8. Upon filing of application, the applicant shall pay a non-refundable accreditation fee of as follows:
1- 10 Has. - Php 500
11 - 20 Has. - Php 1,000
Above 21 Has. - Php 2,000
9. Accreditation of OPV Corn seed growers shall be validated by the deputized seed inspectors concurred by the Chief of NSQCS and recommended by the Regional Executive Director for approval by the BPI Director.

10. For seed growers/producers having multi-location seed production areas, the corresponding deputized seed inspectors, NSQCS Chiefs, Regional Executive Directors shall validate, concur and recommend the application for accreditation to the BPI Director.

11. The Certificate of Accreditation duly approved by the Director of the Bureau of Plant Industry shall be furnished to the applicant and photocopies to the Regional Director and National Seed Quality Control Services.

12. Certificate of Accreditation shall be valid for a period of three (3) years from date of issuance.

The implementation of this Order shall be fully coordinated with the DA Regional Field Units through the Regional Seed Coordinators, Chiefs of the Seed Quality Control Services and the Seed Inspectors.

Non-compliance with the above requirements shall be a ground for the denial of accreditation or cancellation of existing Certificate.

This order takes effect 15 days upon publication in the official gazette or in a newspaper of general circulation.
