[ LTO MEMORANDUM, September 15, 2009 ]

INFORMATION DISSEMINATION OF THE LIFTING OF THE MORATORIUM ON APPREHENSION FOR OVERLOADING OF MOTOR VEHICLES CARRYING AGRICULTURAL AND PERISHABLE FOOD PRODUCTS



To ensure the effective dissemination of the Memorandum lifting the Moratorium on Apprehension for Overloading of Motor Vehicles Carrying Agricultural and Perishable Food Products, you are directed to complete the execution of the following information dissemination modes within forty eight (48) hours from receipt of this Memorandum:

1. Immediately call a Tri-Media Press Conference and discuss the said Lifting of the Moratorium. Provide copies of the Memorandum to the Tri-Media.

2. Cause the publication of the Memorandum in at least two (2) local newspapers known to be most widely subscribed.

3. Make specific announcements in the radio providing comprehensive notices to the public regarding the Lifting of the Moratorium.

4. Post notices in Trading Posts of Agricultural Products, major highways and thoroughfares known to be traversed by motor vehicles carrying agricultural products. The text shall be as follows:

“EFFECTIVE SEPTEMBER 22, 2009, MOTOR VEHICLES CARRYING AGRICULTURAL AND PERISHABLE FOOD PRODUCTS SHALL NO LONGER BE EXEMPTED FROM APPREHENSIONS FOR OVERLOADING. ALL VIOLATORS WILL BE APPREHENDED AND PENALIZED ACCORDINGLY. EVERYONE IS ENJOINED TO COMPLY.”

5. Direct your District and Extension Offices to Post the same notices in their respective offices and in highways and thoroughfares known to be traversed by motor vehicles carrying out agricultural products.

6. Provide copies of the Memorandum to the Regional Offices of the concerned offices mentioned in the lowest portion (cc:) of the Memorandum.

7. Provide copies to agricultural product traders known in your respective areas.

8. Make copies of the Memorandum available upon request in your respective offices.

9. Task a personnel to be always available to answer questions regarding the Memorandum including but not limited to queries on penalties and sanctions resulting from overloading.

Further, you are directed to immediately transmit by fax and email, to be followed by a hard copy, your report on compliance with this directive.
