REVISED SCHEDULE OF RELEASE FOR REGULAR APPLICATIONS FOR THE ISSUANCE OF THE SEAFARERS IDENTIFICATION AND RECORD BOOK (SIRB)



Be informed of the anticipated disruption in the schedule of deliveries of SIRB booklets due to the observance of the rules on public bidding under RA 9184 and its Implementing Rules and Regulations, and considering that the present stock of SIRBs is calculated to be insufficient to supply the normal demands for the same, and for purposes of addressing the pressing need of seafarers who are due for immediate deployment to overseas vessels and in order to mitigate the adverse effects of the above circumstances, the MARINA Board passed Resolution No. 2009-34 directing the following:

1. Temporary suspension of the Standard Processing Time (SPT) for the processing and issuance of SIRB for both regular and expedite modes under MC 2009-10 from 17 August 2009 to 28 September 2009;

2. The processing and release of SIRBs on the same day, only for seafarers scheduled to depart from the country within two (2) days from application, and upon presentation of their confirmed plane tickets and their duly approved POEA contracts;

3. For all other seafarers, the release/issuance of SIRBs will be on a graduated schedule, the maximum of which is one (1) month from date of application. A copy of the schedule is hereto attached as Annex “A”[*].

4. Suspension of the operation of the SIRB Express Application System (SEAS) until further notice.

The above rules shall be strictly observed by all MARINA Offices including Regional Offices.
