IMPLEMENTING GUIDELINES FOR CALIBRATION AND SEALING/RESEALING OF TAXIMETERS FOR 2011 FARE ADJUSTMENT



On December 23, 2010, this Board issued a Decision approving the Petition for Fare Adjustment of Taxi operators which shall be effective on January 21, 2011. Towards the implementation of the said Decision, the Board started its information campaign relative to the calibration and sealing/resealing of the taxi meters. The Board has targeted to accomplish the calibration and sealing/resealing of the taxi meters by May 25, 2011 with the following schedules, as follows:

4 and 9 April 5 – May 2, 2011
5 and 0 May 3 – May 25, 2011
Late Calibration and Sealing/Resealing May 26, 27, 30 and 31, 2011

The above schedule shall only be applicable in the Central Office and the National Capital Region. All Regional Offices except NCR, with taxi franchises within their regions shall be responsible for the scheduling of the calibration and sealing/resealing of the taxi meters within their respective jurisdiction.

All operators shall abide by the following guidelines to avoid the imposition of the penalties prescribed hereof.

  1. No operator shall be allowed to calibrate and seal/reseal his/her/its taximeters in advance/earlier or later than his/her/its schedule except on the scheduled date for late calibration and sealing/resealing.

  2. All taxi operators are required to pay the following fees for fare adjustment, as follows:

    P520.00/case number
    - Increase of Rate
    P500.00/unit - Testing and Sealing/Resealing
    P50.00/unit- Inspection of Unit
    P40.00/unit- Unit Verification

  3. Taxi units with plate numbers ending in 1 and 6 that were already resealed for the month of January 2011 shall no longer pay the resealing fee of P500.00.

  4. Taxi operators who fail to calibrate and seal/reseal his/her/its taxi meters on the above-mentioned schedule shall be charged a penalty of P5,000.00

  5. Failure of the taxi operator to surrender the pull tight seal or in case of loss of the same shall be charged a penalty of P5,000.00.

  6. In case of loss of Passbook, he/she shall pay a penalty of P1,000.00 and P50.00 for replacement of the Passbook.

This Memorandum Circular shall temporarily supersede any and all Memorandum Circular issued by this Board up to May 31, 2011. After May 31, 2011, this Memorandum Circular shall be inoperative and the schedule for sealing/resealing shall remain in force and effect.

This Memorandum Circular shall be effective immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
