PROVIDING GUIDELINES ON THE SUSPENSION OF THE UNIFIED VEHICULAR VOLUME REDUCTION PROGRAM



WHEREAS, the Metropolitan Manila Development Authority has been implementing MMDA Regulation 96-005 entitled, UNIFIED VEHICULAR VOLUME REDUCTION PROGRAM (UVVRP) REGULATING THE OPERATION OF CERTAIN MOTOR VEHICLES ON ALL ROADS IN METROPOLITAN MANILA and MMDA Regulation 99-001 entitled, IMPLEMENTING A SATURDAY SCHEME FOR PRIVATE VEHICLES ON FOUR SELECTED THOROUGHFARES IN METROPOLITAN MANILA;

WHEREAS, MMDA Regulation 96-005 empowers the MMDA Chairman to issue necessary implementing guidelines of these measures and grant exemptions from the UVVRP as the situation warrants and when extremely necessary;

WHEREAS, one of the prerogatives of the Office of the President is to issue memorandum circulars and/or directives suspending work in all government offices, including government owned and controlled corporations especially during inclement weather and flooding of street in Metropolitan Manila;

WHEREAS, there is a need to provide guidelines on the suspension of the UVVRP so that the public may be well informed of the implementation/suspension of said program in the metropolis;

WHEREAS, in its desire to enhance the smooth flow of communication and coordinative linkages among the Office of the President, the MMDA and the media, after due deliberation, the Metro Manila Council hereby promulgates and adopts this guideline on the suspension of the UVVRP.

NOW, THEREFORE, pursuant to Section 6 of Republic Act 7924, this Regulation is hereby promulgated and adopted that:

SECTION 1. The implementation of the MMDA Regulation Nos. 96-005 and 99-001 shall be automatically lifted or suspended upon issuance by the Office of the President of Metro Manila-wide memorandum circulars/directives suspending work and/or announcing non-working holidays in all government offices, including all government owned and controlled corporations in view of bad weather, flooding of the streets, transport strikes, rallies and other natural and man-made calamities/events occurring in Metropolitan Manila.

SECTION 2. This Regulation shall take effect fifteen days after its publications in two (2) newspaper of general circulation.
