[ POEA MEMORANDUM CIRCULAR NO. 17, S. 1999, August 09, 1999 ]

ADDITIONAL GUIDELINES ON THE DEPLOYMENT OF LANDBASED WORKERS TO LIBYA



In order to ensure the welfare of the Filipino landbased workers bound for Libya, the following guidelines are hereby issued:

1. All workers shall undergo mandatory Pre-Departure Orientation Seminar (PDOS) at POEA to include discussions on actual prevailing situation in Libya particularly on work conditions at the worksite.

2. Licensed recruitment agencies shall be required to advance the remittances of the workers once an employer fails to pay the workers within 90 days after arrival. An undertaking shall be submitted by the recruitment agency to POEA as part of the documents to be approved.

3. Prior to approval of manpower requests of the employer, POEA shall require the inspection report of the Philippine Embassy in Tripoli on work conditions at the site.

This Circular takes effect immediately.
