(NAR) VOL. 22 NO. 1, JANUARY - MARCH 2011

[ PHILRACOM RESOLUTION NO. 02-11, S. OF 2011, January 27, 2011 ]

OFFICIAL CLOCKING



WHEREAS, it was observed that the clocking submitted by the PHILRACOM clocker differs with the official time submitted by the respective clocker of both Racing Clubs;

WHEREAS, a comparison between the official time submitted by the Clubs’ time clockers and the Commission’s time clocker was made for the month of December 2010 and it showed that:

1. PRCI - average difference is 0.47 seconds slower with a mode of 0.40
2. MJCI - average difference is 0.19 seconds slower with a mode of 0.20

WHEREAS, there is a need to ensure uniformity in all official reports as well as those that are printed in all accredited commercial racing programs:

WHEREAS, to achieve uniformity in all official reports and commercial racing programs, it is proposed that the average of the time/clocking obtained by the Commission and the time/clocking obtained by the Clubs be considered as the OFFICIAL CLOCKING;

NOW THEREFORE, the PHILRACOM Board of Commissioners resolved, as it hereby resolves, that the average of the time/clocking obtained by the Commission and the time/clocking obtained by the Clubs be considered as the OFFICIAL CLOCKING in order to ensure uniformity in all official reports and accredited racing programs;

RESOLVED FURTHER, that a copy of this resolution be furnished the Clubs and all persons concerned for their proper guidance and the same be published in the Kopya and furnished the UP Law Center for proper publication.
