MANDATORY EMISSION TEST



Pursuant to DOTC Order on the mandatory emission test requirement prior to renewal of registration, all LTO Regional and District Offices are hereby directed to implement the following:

1.         The mandatory emission test prior to renewal of registration shall take effect 06 January 2003 in Metro Manila Region III and Region IV.  The said requirement shall be enforced for the rest of the regions starting 15 January 2003.

2.         All emission test for (1) renewal of registration, and (2) redemption of vehicle or vehicle license plate, whichever is applicable, confiscated due to roadside apprehension shall be done at the authorized Private Emission Testing Centers (PETC).  The government Motor Vehicle Inspection Stations (MVIS) shall limit emission test to vehicle(s) submitted for adjudication purpose only.

3.         For monitoring purposes and to ensure veracity of test conducted, a standard Certificate of Emission Compliance (CEC) form, which shall be issued by properly authorized PETC, shall only be honored by LTO District Offices.  The actual and uniform sample CEC form is hereto attached.

4.         Only emission test conducted at properly authorized PETC, after payment of their corresponding fees and charges to DOTC, shall be valid.

5.         No application for renewal of registration shall be filed at LTO without valid CEC issued by properly authorized PETC.

This order shall take effect immediately.
