ISSUANCE OF CERTIFICATION TO DRIVERS NOT ISSUED DRIVER’S LICENSES (DLS) ON ACCOUNT OF PENDING REQUESTS FOR SYSTEM UPDATE



This refers to Memorandum Circular (MC) No. ACL-2009-1235 dated 21 October 2009 entitled “Disabling of DL Maintenance and Data Take-On Facilities.”

Based on feedback, the processing time reckoned from the commencement of the transactions at the District Office level up to completion of the Requests for System Update (RSUs) and final issuance of the DLs to the driver-applicants takes too long contrary to what was anticipated.

In view whereof, any driver-applicant whose DL cannot be renewed on account of a pending RSU shall be issued a CERTIFICATION to the effect that he has applied for renewal of his DL but the same cannot be issued because of a pending RSU. The form of the CERTIFICATION* to be used is hereto attached for ready reference.

The effectivity of this Memorandum Circular is retroactive to 21 October 2009; therefore, no driver-applicant may be apprehended and/or penalized for driving with an expired license if the reason for the same is on account of the pending RSU.
