[ LTO MEMORANDUM CIRCULAR NO. ACL-2010-1282, March 13, 2010 ]

PROHIBITION FROM APPREHENSION AND PENALIZING OF DRIVERS/OWNERS OF NEW MOTOR VEHICLES AND MOTORCYCLES UNDER THE “NO PLATE, NO TRAVEL POLICY”, AND FOR LACK OF YEAR TAGS AND STICKERS FOR MOTOR VEHICLES WITH PLATES ENDING IN 1, 2 AND 3



All LTO officers, law enforcers, adjudicators, other personnel, and deputized agents concerned are hereby directed NOT TO APPREHEND AND/OR PENALIZE, until MARCH 31, 2010, drivers or owners of motor vehicles and motorcycles as follows:
 
  1. FOR LACK OF PLATES under the “NO PLATE NO TRAVEL” policy for NEW motor vehicles or motorcycles, as long as they can present documents that the same have been duly registered; and

  2. “FOR LACK OF MOTOR VEHICLE STICKERS AND YEAR TAGS” for motor vehicles or motorcycles with plates ending in 1, 2 and 3 as long as they can present documents that the registrations of the same have been duly renewed.

All concerned employees of this Office found not complying with this order shall be proceeded against administratively, while non-complying deputized agents shall have their deputations revoked or cancelled.
