[ MTC RESOLUTION NO. 08, S. 2009, August 28, 2009 ]
ESTABLISHMENT OF NATIONAL QUALITY STANDARD SYSTEM QUALITY MANAGEMENT COMMITTEES AND APPOINTMENT OF THE MTC EXECUTIVE DIRECTOR AS THE NQSS QUALITY ASSURANCE MANAGER
WHEREAS, the Philippines is a Party to the 1978 STCW Convention, as amended; WHEREAS, Section 1 of the Letter of Instructions (LOI) No. 1404 dated 01 May 1984 provides that the Maritime Training Council (Council) shall be established to give effect to the said Convention;
WHEREAS, the Council issued Resolution No. 05, series of 2005, entitled “Establishing Guidelines in the Implementation of Regulation I/8 of the STCW Convention, as amended, and Section A-I/8 of the STCW Code”;
WHEREAS, the Council issued Resolution No. 05, series of 2007, entitled “Approving the National Quality Standard System”; and
WHEREAS, there is a need to ensure the continuing improvement and effective implementation of the National Quality Standards System by establishing NQSS Quality Management Committees and by appointing a NQSS Quality Assurance Manager;
NOW THEREFORE, in consideration of the foregoing premises, the Council RESOLVES, as it hereby RESOLVED, that the attached Annex entitled “Guidelines for the NQSS Quality Management Committees” * is hereby adopted and approved.
RESOLVED FURTHER, that the Council hereby appoints the MTC Executive Director as the NQSS Quality Assurance Manager.
