ADVISORY RE TRANSFER OF REGULATORY JURISDICTION OVER MEAT PRODUCTS FROM DOH-FDA TO DA-NMIS AS PER DA-DOH JOINT ADMINISTRATIVE ORDER NO. 1 SERIES OF 2009



DA-DOH Joint Administrative Order No. 1 Series of 2009 “Delineation of Functions and Shared Responsibilities in the Regulation of Meat Products” took effect on February 16, 2010 after its publication last February 1, 2010. The Order covers the transfer of Food and Drug Administration’s (FDA) regulatory jurisdiction over meat products to the National Meat Inspection Service (NMIS).

This advisory, therefore, is issued for the smooth and efficient transition from FDA to NMIS in the regulation of meat establishments, meat products, meat handlers and meat traders.

General Policies

  1. All currently FDA-issued regulatory documents (licenses, registrations, accreditations, certifications and permits) shall be recognized as valid by NMIS until the stipulated expiry date subject to the regular surveillance inspections or audits conducted by NMIS.

  2. In lieu of the License to Operate previously issued by the DOH-FDA prior to the effectivity of the Joint Administrative Order, the NMIS shall now issue the Certificate of Accreditation.

  3. All applications (new or renewal) for regulatory documents may be filed at the NMIS Central Office or to any NMIS regional office where the business is located and endorsed to the NMIS Central Office or directly to the NMIS Central Office.

  4. Duration of processing and specific requirements of all applications shall be in consonance to the provisions of the NMIS Citizens’ Charter. However, services not previously conducted by NMIS (such as product registration and permit for advertising and promotion) shall be in accordance to the specific guidelines to be issued by the NMIS. To avoid possible delays, applicants for these two (2) services and the likes are advised to submit their applications early.

  5. For applications requiring laboratory analyses of samples, NMIS shall recognize test results from any FDA or NMIS-accredited Laboratory.     

All other activities pertinent to the regulation of meat and meat products are covered by RA 9296 (Meat Inspection Code of the Philippines) and its implementing rules and regulations.
