MORATORIUM IN THE ACCEPTANCE AND PROCESSING OF APPLICATIONS FOR CERTIFICATE OF PUBLIC CONVENIENCE OF VEHICLES FOR HIRE IN THE ENTIRE ISLAND OF MINDANAO



The Board has received numerous complaints regarding PUV operators of vehicles for hire who operate their units in violation of the terms and conditions of their franchise, as well as the policies and guidelines issued by the Board and the Department of Transportation and Communications (DOTC). To address this issue and to ascertain whether there is still public need for the issuance of additional franchises, an inventory of the operating units on the road must be made.

In view of the premises, the acceptance, processing and hearing of applications for CPCs of Vehicles for Hire (defined herein to include garage, rent-a-car and limousine services pursuant to LTFRB Memorandum Circular No. 98-002), in the entire Island of Mindanao are hereby suspended until further orders from the Board.

Excepted from the coverage of this memorandum circular are (a) applications for extensions of validity (b) applications for approval of sales and transfers of valid and subsisting CPCs, and those applications which have already been submitted for resolution.

This Memorandum Circular shall take effect immediately.
