CREATING THE PPA-BENONI PORT SERVICES (PPA-BPS)



To ensure peaceful and continuous/efficient operations of the cargo handling services at the Port of Benoni, Mahinog, Camiguin Islands and in the exercise of the inherent functions of the Authority to directly provide and operate cargo handling and other related services as prescribed by the Presidential Decree No. 857, there is hereby created the PPA-Benoni Port Services (PPA-BPS).

The PPA-BPS shall henceforth provide and operates the cargo handling and porterage services at the Port of Benoni, Mahinog, Camiguin Province, with powers, functions and duties as are or may be necessary to enable it to carry out its purposes, subject to the following guidelines:

1. Ensure the continuous and uninterrupted delivery of vital cargo handling and porterage services in a more efficient manner.

2. Utilize the present labor force under the same terms and conditions prevailing at the time of the effectivity of this Order and observe all labor laws, rules and regulations.

3. Collect at existing rates and amounts, such charges for services rendered; and

4. Disburse funds to finance the necessary expenses of operations in accordance with the systems prescribed by the Authority.

Management, supervision and control of the PPA-BPS shall be under the Port Manager, PMO Cagayan de Oro to be complemented by such PPA officials and employees as the General Manager may hereafter designate.

This Order takes effect immediately and shall remain in force for a period of ninety (90) days, unless otherwise revoked, shortened or extended as circumstances may warrant; provided, however, that when there is no more need for such special takeover unit, the cargo handling services shall be turned over to the winning bidder of the concluded public bidding for cargo handling services at subject port, subject to the approval of higher authorities.
