AMENDMENTS TO PPA AO NO. 06-98 RE REGULATIONS ON COMPULSORY TUG ASSISTANCE AT THE SOUTH HARBOR, PORT OF MANILA



In order to ensure an effective and practical implementation of PPA Administrative Order No. 06-98, the following amendments regarding tug assistance at the South Harbor anchorage area are hereby prescribed:

1. Generally, tug assistance for foreign and domestic vessels to be berthed at the Inner Breakwater (IBW) or at the anchorage area of South Harbor shall be at the option of the Master/Shipowner.

2. Compulsory tug assistance shall only apply at the IBW or at the anchorage when and/or during any of the following:
2.1 Adverse weather and sea conditions as determined by the Harbor Master, in which case, compulsory tug assistance shall apply to all vessels;

2.2 The vessel's GRT is over 20,000T or LOA is over 180M, irrespective of weather and sea conditions; and

2.3 The Inner Breakwater or the anchorage is classified as 80% full or 14 of 18 available berths are occupied by other vessels as certified by the Harbor Master.
All other provisions of PPA AO 06-98 which are not affected by these guidelines shall continue to be enforced.
