[ LTO MEMORANDUM CIRCULAR NO. 587-2005, April 01, 2005 ]

INTERIM PROCEDURE IN THE IMPLEMENTATION OF THE 3 YEARS REGISTRATION OF BRAND NEW MOTOR VEHICLES



This is in connection with the implementation of Administrative Order No. 010-2005 dated January 3, 2005 that requires the mandatory collection of 3 years registration fees for brand new motor vehicles which shall take effect on April 6, 2005.

Be informed that the functionality of the Core Application MVRS of the LTO-IT Project to collect the (3) years MVUC fees under AO-010-2005 and the minimum collection of one year under MC 575-2005 is still under the development stage and will not be available in the system until July 2005.

In view thereof, the following guidelines is hereby promulgated to ensure that Administrative Order 010-2005 is fully implemented pending the availability of the functionality in the System, to wit:

    1. The MVUC fee shall be computed MANUALLY by the Evaluator using the matrix provided in MC 575-2005;

    2. Adjust the MVUC fees to be collected by the IT System using the MVUC Adjustment in the EVALUATOR'S WINDOW;

    3. The penalty to be collected shall also be adjusted using the PENALTY ADJUSTMENT in the EVALUATOR'S WINDOW to adjust the penalty of 50% on one year MVUC fee.

    4. The validity period of registration shall be indicated in the Official Receipt.
