GUIDANCE ON DUAL REGISTRATION OF FOREIGN PLACEMENT AGENCIES (FPA) HIRING HOUSEHOLD WORKER FOR ISRAEL



Pursuant to Section 12, Rule I, Part II of the 2002 POEA Rules & Regulations governing Registration of Principals in Countries with Special Conditions of Employment, providing that registration of principals in countries with unique and special conditions of employment shall be governed by the guidelines prescribed by the Administration, the following guidelines are prescribed for the dual registration of Israel principals;

    a. A uniform compensation package shall be adopted by the principal and the agency;
    b. The principal must have hired at least 50 workers within a period of one year immediately preceding the application for registration of the 2nd agent; and
    c. The principal has a new verified job order/ manpower request of 30 workers.

The guidelines on dual registration are hereby issued in order to harmonize POEA Rules with the regulation of Israel, particularly on the permit to hire foreign workers.

For compliance effective immediately.
