SPECIAL RECRUITMENT AUTHORITY (SRA) IS NOT REQUIRED WHERE THE VENUE OF RECRUITMENT ACTIVITY IS THE POEA REGIONAL CENTERS, REGIONAL EXTENSION UNITS, DOLE REGIONAL OFFICE AND PUBLIC EMPLOYMENT OFFICE (PESO), OR VENUE ORGANIZED/INITIATED BY POEA, DOLE OR PESO



The POEA has recently issued on 13 May 2005 a Memorandum advising the POEA Regional Centers and Regional Extension Units of the "NO SRA POLICY" for recruitment activities conducted at the POEA, DOLE, PESO or any venue initiated/organized by DOLE, POEA or PESO, pursuant to its policy to deregulate recruitment activities and to establish stronger linkages and collaboration among governmental and non-governmental entities for employment facilitation in line with the PESO Act of 1999.

In lieu of the SRA, the agency must comply with the following:

    a. Submit a letter of advice with the POEA Licensing and Regulation Office/Employment Regulation Branch informing the (a) venue; (b) period/duration; and (c) the representatives who will conduct the recruitment activities;

    b. The letter of advice must be filed or submitted at least three (3) days prior to the scheduled recruitment activities; and

    c. Serve or furnish a copy of the said letter of advice, the concerned POEA Office, DOLE Office or PESO where the recruitment activities are to undertaken.

It shall be understood that the requesting agency has existing approved/verified Job Order/Manpower Request/Crew Complement to cover the said recruitment activities and the representatives who will be conducting the activities are duly registered or acknowledged by the POEA Licensing Branch.

Moreover, the provisions of MC No. 17, Series of 2002, on venue, duration, representatives, changes/amendments, submission of reports (Terminal Report and Progress Deployment Report), and the conduct of special recruitment activities with the participation of foreign principals/employers under MC 11-A, Series of 2004, shall continue to apply to recruitment activities where the venue is the POEA, DOLE, PESO, or organized/initiated by DOLE/POEA/PESO.
