[ BAI MEMORANDUM ORDER NO. 20, S. 2005, October 11, 2005 ]

TEMPORARY BAN ON THE IMPORTATION OF FMD-SUSCEPTIBLE ANIMALS, THEIR PRODUCTS AND BY-PRODUCTS ORIGINATING FROM MATO GROSSO DO SUL, BRAZIL



WHEREAS, based on the report submitted by Dr. Jorge Caetano Junior, Director, Department of Animal Protection (DDA), Ministry of Agriculture, Livestock and Food Supply, Brasilia, to the Office International des Epizooties last 9 October 2005, there was an outbreak of Foot and Mouth Disease (FMD) of virus type O in Brazil.

WHEREAS, the FMD outbreak was reported in a farm in Eldorado district, Mato Grosso do Sul, in the southern part of the country;

WHEREAS, there is a need to prevent the entry of FMD-susceptible animals, their products and by-products originating from Mato Grosso do Sul Brazil;

NOW, THEREFORE, I, DOMINGO F. PANGANIBAN, Secretary of Agriculture, by the powers vested in me by law, do hereby institute the following emergency measures:

    1. Banning the importation of FMD-susceptible animals, their products and by-products originating from Mato Grosso do Sul, Brazil;

    2. Stoppage and confiscation of all shipments of FMD-susceptible animals, their products and by-products that left Mato Grosso do Sul, Brazil starting September 12, 2005 onwards, by all DA Quarantine Officers/Inspectors at all major seaports and airports.

    3. Immediate suspension of the processing, evaluation and issuance of Veterinary Quarantine Clearance/International Veterinary Certificate/Import Permit for applications relevant to the importation of the above-stated commodities from Mato Grosso do Sul Brazil by the Bureau of Animal Industry;

    4. The Bureau of Animal Industry (BAI) Director may issue guidelines for the effective implementation of this memorandum order.

This Order shall take effect immediately.
