UPDATE OF ACCEPTED WHITENING AGENTS FOR COSMETICS



In this spirit of harmonization by the ASEAN countries in the registration of cosmetic products, BFAD wishes to issue an updated list of accepted active ingredients and their respective concentrations. Said agents have been found safe and effective at stated levels for the intended use of whitening or brightening the skin.

Papaya extract 1 - 5 %
 Papain Extract 0.2 - 0.5 %
Mulberry extract Powder form 0.10 - 4 %
 Liquid form 1 - 5 %
Lactic acid 1 - 10 %
Melawhite 2 - 4 %
Vitamin C -Rovisome C = 1 - 5%
 -Glycosphere Vitamin C = 0.2% - 5%
 -Vitaceton = 1 - 5%
Magnesium Ascorbyl Phosphate (MAP) 0.01 - 18.5 %
Sodium Lactate 10 - 12 %
Bearberry Extract (Melfade) 3 - 10%
Licorice Extract 0.0003 - 1%
Kojic Acid 2.0 %
Uninontan U - 34 (Sodium Citrate Lemon Extract5.0%
and Cucumber Extract) 
Clariskin II with Wheat Germ Extract 3%
Clair Blanche 2 - 4 %
Sepiwhite 1%
Citrus Peel Extract 1%

Skin whitening preparations containing any one of the aforementioned ingredients shall undergo listing rather than the regular registration of cosmetics. Test analysis of these cosmetic products should be submitted to this Bureau indicating the absence of heavy metals. Those products containing whitening active ingredients not found in the list shall be evaluated for initial registration. New active skin whiteners should be able to provide evidence of purity, safety, effectiveness and quality.
