(NAR) VOL. 16 NO. 4 / OCTOBER - DECEMBER 2005

[ GTEB MEMORANDUM CIRCULAR NO. 001-05, April 11, 2005 ]

WAIVER OF THE BINDING RULING REQUIREMENT IN THE IMPORTATION OF PRE-CUT FABRICS

In line with the phase out of export quotas and the agency's thrust to streamline procedures for exporting garments, a binding ruling from Customs Authorities of the importing country will no longer be required for applications of license to import pre-cut fabrics.

In the past, a binding ruling was required by GTEB to establish the country of origin of the finished product to which the quota shall be charged. In view of the quota phase out, it will no longer be necessary to submit a binding ruling.

We advise garment exporters, however, that Customs Authorities of the importing country may require documents that will show proof of country of origin of the goods exported.

Please be guided accordingly.
