RESOLUTION APPROVING THE OMNIBUS RULES, REGULATIONS AND STANDARDS FOR THE CREATION OF NEW STATE, CITY AND COMMUNITY SCHOOLS, UNIVERSITIES AND COLLEGES AND CONVERSION/ELEVATION OF STATE SCHOOLS TO HIGHER EDUCATION INSTITUTIONS



WHEREAS, Republic Act No. 7722, otherwise known as the Higher Education Act of 1994 created the Commission on Higher Education whose coverage shall be both public and private institution of higher education as well as degree granting programs in all post-secondary educational institutions, public and private;

WHEREAS, Section 8 (h) of the said law empowers the Commission to rationalize programs and institutions of higher learning and set standards, policies and guidelines for the creation of new ones as well as the conversion or elevation of schools to institutions of higher learning, subject to budgetary limitations and the number of institutions of higher learning in the province or region where creation, conversion or elevation is sought to be made;

WHEREAS, there is an urgent need to promulgate responsive and relevant rules, regulations and standards necessary for the Commission on Higher Education to effectively perform its vital functions in strengthening public and private higher education institutions in the country.

WHEREFORE, BE IT RESOLVED, as it hereby resolved that the OMNIBUS RULES, REGULATIONS AND STANDARDS FOR THE CREATION OF NEW STATE, CITY AND COMMUNITY SCHOOLS, UNIVERSITIES AND COLLEGES AND CONVERSION/ELEVATION OF STATE SCHOOLS TO HIGHER EDUCATION INSTITUTIONS be adopted and approved by the Commission on Higher Education.
