CREATION OF FRANCHISE COMPLIANCE TASK FORCE



In order to protect the interest of the riding public and the legitimate grantees of Certificates of Public Convenience. The Board hereby creates an "Anti-Colorum and Fare Monitoring Task Force." The creation of the same will ensure that only authorized units with valid and existing franchises will operate as for hire vehicles, and will minimize "colorum" operations. Likewise, it will be tasked for the monitoring of compliance with regard to standard fare rates. The task force shall be composed of the following:

    1. LTFRB Personnel duly designated which will act as the head of the task force;
    2. Representative from Public Utility Buses Association;
    3. Representative from Public Utility Jitneys Association;
    4. Representative from Taxi Air-Conditioned Service Association;
    5. Representative from School Transport Service Association;
    6. Representative from Tourist Transport Service Association;
    7. Representative from Truck for Hire Service Association;
    8. Accredited DOTC NGOs

Apprehension for "colorum" operations and non-compliance with the standard fare rates shall be submitted to the head of the task force, which will personally report to the Office of the Chairperson for the latter's appropriate action. Member/s of the task force from respective denomination/association is prohibited to apprehend vehicles and report violations pertaining to the denomination they are representing, in order to avoid controversies between and among competitors in the transportation business.

All interested associations are required to submit list of their representatives to the Office of the Chairperson.

This Memorandum Circular supersedes any and all issuances inconsistent herewith, and takes effect immediately.
