[ KKP RESOLUTION NO. 07, S. 2008, March 12, 2008 ]
NEW HANDICAPPING SYSTEM FOR TWO-YEAR OLD RACE HORSES
WHEREAS, the Philippine Racing Commission (Philracom) is mandated to promote and direct the accelerated development and continued growth of horse-racing;
WHEREAS, pursuant to the said mandate there is a need to revise and upgrade a handicapping system for two (2) year old horses that is dynamic and progressive to ensure fair and balanced races and ultimately, to protect the betting public;
WHEREAS, PHILRACOM, is empowered to prescribe additional rules and regulations to review, modify, approve, or disapprove the rules and regulations issued by persons or entities concerning the conduct of horse races held by them;
WHEREAS, considering the above premises, the PHILRACOM has formulated a New Handicapping system for Two-Year old race horses that is designed to replace the existing handicapping system for two (2) year old race horse;
NOW, THEREFORE, the Commission resolves, as it is hereby resolved, after due notice and thorough consultation with the persons/entities concerned, that a New Handicapping System for Two-year old race horses, to be implemented starting March 31, 2008, be adopted and promulgated as follows:
