STRICT IMPLEMENTATION OF EXECUTIVE ORDER NO. 156 ENTITLED "PROVIDING FOR A COMPREHENSIVE INDUSTRIAL POLICY AND DIRECTIONS FOR THE MOTOR VEHICLE DEVELOPMENT PROGRAM AND ITS IMPLEMENTING GUIDELINES"



Pursuant to Executive Order No. 156 entitled "Providing for a Comprehensive Industrial Policy and Directions for the Motor Vehicle Development Program and its Implementing Guidelines" which imposes a ban on the importation of used motor vehicles in the Philippine territory and as interpreted by Supreme Court Decisions with numbers G.R. No. 164171 and GR. No. 164172 promulgated on August 22, 2006, and Republic Act 4136 otherwise known as the Land Transportation and Traffic Code, ALL IMPORTED USED MOTOR VEHICLES SHALL NOT BE ALLOWED REGISTRATION EXCEPT FOR THE FOLLOWING:

1. A motor vehicle that is owned and for the personal use of a returning resident or immigrant and covered by an authority to import under the No-Dollar Importation Program. Such vehicles cannot be resold for at least three (3) years;

2. A motor vehicle for the use of an official of the Diplomatic Corps and authorized to be imported by the Department of Foreign Affairs;

3. Trucks (excluding pick-up trucks) and buses with a gross vehicle weight (GVW) of not less than 2.5 tons. Provided, however, that such motor vehicles with GVW between 2.5 and 12 tons are covered by an authority to import issued by the Department of Trade and Industry (DTI); and

4. Special purpose motor vehicles, which are eligible for registration under R.A. 4136 such as fire trucks, ambulances, funeral hearses, etc.

In the case of used motor vehicles imported via the economic free port zone (EFPZ), such vehicles are not allowed to be imported, brought out, or operated to other parts of the Philippine territory or outside the perimeter-fenced of the EFPZ.

Registration of the banned imported used motor vehicles after the promulgation of the Supreme Court's decision and effectivity of the Executive Order No. 156 shall be declared void ab initio.

Attached is a copy of the Executive Order No. 156* and the Supreme Court Decision with numbers GR. 164171 and G.R. 164172 for reference.
