[ POEA GOVERNING BOARD RESOLUTION NO. 10, S. 2011, December 22, 2011 ]

ALLOWING THE GRADUAL REDEPLOYMENT OF RETURNING WORKERS IN THE MEDICAL AND OIL SECTORS IN LIBYA



WHEREAS, POEA Advisory No. 6, Series of 2011 was issued on 22 February 2011 suspending the processing and deployment of overseas Filipino workers bound for Libya because of heightened political unrest in the country;

WHEREAS, last 25 October 2011, an inter-agency committee composed of the Department of Foreign Affairs (DFA), Philippine Overseas Employment Administration (POEA) and Overseas Workers Welfare Administration (OWWA) assessed the political and security situation in Libya and noted that there are still security concerns which the libyan government has to address to regain political stability;

WHEREAS, the inter-agency committee also noted that a significant number of Filipino workers who were repatriated during the height of political turmoil are clamoring to resume their work in Libya. In addition, there are also workers who wish to spend their Christmas break in the Philippines with the assurance of being allowed to continue their employment in Libya;

WHEREAS, on 25 October 2011, to balance the security concerns with the clamor of our OFWs, the DFA recommended to the President the following:

  1. Lower the Alert Level in Libya from Alert Level 4 to Alert Level 2;
  2. Allow gradual redeployment of returning workers in the medical and oil sectors only, subject to proof of existing employment, as determined by POEA; and
  3. Redeployment of returning workers from other sectors at a later time when the Philippine government is satisfied that there are enough guarantees for the safety of our OFWs.

WHEREAS, on 20 December 2011, the Office of the President approved the recommendation of DFA;

NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to lower the Alert Level in Libya from Alert Level 4 to Alert Level 2, effective immediately, to allow the gradual redeployment of returning workers in the medical and oil sectors only, subject to proof of existing employment as determined by POEA. The lowering of the alert level will not cover the redeployment to Libya of newly-hired OFWs.

The POEA is hereby directed to immediately issue the guidelines to implement this Resolution.
