[ PHILRACOM RESOLUTION NO. 22-12, March 08, 2012 ]

A COMMITTEE HAS TO BE FORMED TO INCLUDE SECTORAL REPRESENTATIVES FROM HORSE-OWNERS, HEADS OF PHILRACOM STUD BOOK DIVISION AND REGULATING/ LICENSING DIVISION BREEDERS AND OTHER RELEVANT HORSE RACING ORGANIZATIONS TO BE PRESIDED OVER BY A MEMBER OF BOARD OF COMMISSIONERS



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420;

WHEREAS, Presidential Decree No. 420 aims to “improve the breed of Philippine horrses and to prevent illegal importation of racehorses”;

WHEREAS, since the very creation of the Philippine Racing Commission, the improvement of the breed of Philippine horses is one of its priority objectives;

WHEREAS, the Philracom has designed a program incorporated with the Commission’s Long Term portfolio on how to nurture local horse breeding in order to pursue the mandate of the PD No. 420;

WHEREAS, to pursue the program a Committee has to be formed to include sectoral representatives from Horse Owners, heads of PHILRACOM Stud Book Division and Regulatory/Licensing Division Breeders and other relevant horse racing organizations to be presided over by a member of the Board of Commissioners;

WHEREAS, the main goal of the program is to detemine up to when the Commission will support the importation of runners and concentrate on providing support to local horse breeding growth;

WHEREAS, the Committee to be named aptly “Committee on Nurturing Local Horse Breeding Industry”  will serve as a recomendatory collegial body with findings for endorsements subject to the Commission’s ratification;

WHEREAS,  a manpower and budget resources has to be allocated for this Long Term vital program to pursue and nurture growth of the local horse breeding industry;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that a Committee has to be formed to include sectoral representatives from Horse Owners, heads of PHILRACOM Stud Book Division and Regulatory/Licensing Division Breeders and other relevant horse racing organizations to be presided over by a member of the Board of Commissioners;

RESOLVED FURTHER, that the main goal of the program is to determine up to when the Commission will support the importation of runners and concentrate on providing support to local horse breeding growth;

RESOLVED FURTHER, that a Committee be named aptly “Committee on nurturing Local Horse Breeding Industry” will serve as recommendatory collegial body with findings for endorsements subject to the Commission’s ratification;

RESOLVED FURTHER, that manpower and budget resources have to be allocated for this Long Term vital program to pursue and nurture growth of the local horse breeding industry;

RESOLVED FURTHER, that this resolution be published in the Copia and the Official Gazette as well as be furnished the concerned parties for their proper guidance.
