(NAR) VOL. 22 NO. 1, JANUARY - MARCH 2011

[ PHILRACOM RESOLUTION NO. 25-12, S. 2012, March 21, 2012 ]

AMENDMENT OF PR 67 BLEEDERS



WHEREAS,  the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control, over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420;

WHEREAS,  the Philracom, by virtue of the said mandate, has promulgated a set of rules called The Rules and Regulations on Horse Racing;

WHEREAS, the said rules and regulations on Horse Racing particularly PR 67 provides that:

“PR 67. BLEEDERS

These are horses that suffer from expistaxis or bleeding either from one (1) nostril (unilateral) or both nostrils (bilateral).

A. First occurrence – indefinite suspension but not less than ten (10) days with veterinary clearance required and one (1) barrier trial.
B. Second occurrence – thirty (30) calendar day suspension with veterinary clearance required and one (1) barrier trial.
C. Third and succeeding occurrences – thirty (30) calendar day suspension with veterinary clearance required and two (2) barrier trials.

A.  clearance to run from the Regulation and Licensing Division of the Philracom shall be obtained before running in a regular race.

D.  If a horse wins but suffers epistaxis, it shall be given an indefinite suspension but not less than ten (10) days with one (1) barrier trial.

The said occurrence shall be considered and shall still be counted as one (1) occurrence for purposes of imposing penalty therefor. (Resolutions 8-10)

E.  If a Horse suffers from epistaxis during the official barrier trial race, it shall be considered as one occurrence and it shall be penalized accordingly (Resolution 8-10)

F. The number of occurrences shall revert to zero only if the horse does not suffer from epistaxis for a period of one year.

G. All suspension is non-appealable”

WHEREAS,  the Philracom Committee on Unsound Horses composed of Com. Lyndon Noel. B. Guce, Dr. Romeo F. Buencamino, Vetenarians from the Commission and the Racing  Clubs, representatives from the Trainer’s Association and Dr. Peter Rojas, has proposed as amendments (indicated with underscores) to PR 67 as follows:

PR 67. BLEEDERS
These are horses that suffer from epistaxis or bleeding either from one (1) nostril (unilateral) or both nostrils (bilateral).

A. First occurrence - indefinite suspension but not less than ten (10) days must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.
B. Second occurrence – One month suspension, must pass one barrier  trial and must secure a clearance from the Regulation and Licensing Division.
C. Third occurrence – three (3) months suspension, must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.
D. Fourth occurrence – Six (6) months suspension, must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.
E. Fifth occurrence – One (1) year suspension, must pass one barrier  trial and must secure a clearance from the Regulation and Licensing Division.
F. If a horse wins but suffers epistaxis, it shall be given an indefinite suspension but not less than ten (10) days with one (1) barrier trial

The said occurrence shall be considered and shall still be counted as one (1) occurrence for purposes of imposing penalty therefore. (Resolutions 8-10)

J. Previous occurrences before the effectivity of this resolution shall be disregarded.


NOW THEREFORE, BE IT RESOLVED, as it is hereby RESOLVED by the Philracom Board of Commissioners that the recommendation of the Committee on Unsound Horses for the amendment of PR 67. BLEEDERS be ADOPTED so as to read as follows:

“PR 67.  BLEEDERS

These are horses that suffer from epistaxis or bleeding either from one (1) nostril (unilateral) or both nostrils (bilateral).

A. First occurrence - indefinite suspension but not less than ten (10) days must past one barrier trial and must secure a clearance from the Regulation and Licensing Division.

B. Second occurrence – One month suspension, must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.

C. Third occurrence – three (3) months suspension, must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.

D. Fourth occurrence – Six (6) months suspension, must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.

E. Fifth occurrence – one (1) year suspension, must pass one barrier trial and must secure a clearance from the Regulation and Licensing Division.

F. If a horse wins but suffers epistaxis, it shall be given an indefinite suspension but not less than ten (10) days with one (1) barrier trial.

The said occurrence shall be considered and shall still be counted as one (1) occurrence for purposes of imposing penalty therefore. (Resolution 8-10).

RESOLVED FURTHER, that a copy of this resolution be furnished the Racing Clubs, the Horseowners, Trainers, Jockeys, as well as be published in the Official Gazette and the Kopya for proper guidance and information.
