INSTALLATION OF METAL CONTAINERS/ TRASH RECEPTACLES INSIDE PUBLIC UTILITY BUSES AND JEEPNEYS



In keeping with the goal of the Environment Revolution Program of the President and Mrs. Fidel V. Ramos, and pursuant to the attached directives (see below) of Secretary Jesus B. Garcia, Jr., all concerned officials and personnel of this Office are enjoined to comply effective immediately, with the requirements on the mandatory provision of metal containers or trash cans on public transportation such as buses and jeepneys in Metro Manila and other areas nationwide.

The following guidelines are hereby set for implementation:

1.  Drivers/owners/operators of public utility buses and jeepneys shall provide waste/trash cans, safely located/installed inside their vehicles and in such a way that this would not totally form a barrier or risk for the riding public;

2.  The requirement shall be part of the inspection procedure conducted at the Motor Vehicle Inspection Stations and other agencies.  Failure to comply with it may be a valid ground for non-registration of such vehicles;

3.  Those vehicles who do not have waste/trash cans may be apprehended by law enforcers.

Furthermore, you are advised to monitor the implementation of this and participate in the information campaign through the media.

MEMORANDUM

Requiring Passenger Buses/Jeepneys
in Metro Manila and Other Areas
Nationwide, Trash Receptacles

In support of the Environment Revolution Program of President and Mrs. Ramos and in conjunction with the observance of Clean-up Week starting on September 17-23, 1993, it is hereby directed that effective immediately, the mandatory provision of metal containers/trash receptacles inside passenger buses and jeepneys be strictly enforced by your office.  Non-compliance herewith by private bus/jeepney operators and their drivers may be a valid ground for the non-registration of such vehicles.

The LTO shall formulate the necessary implementing guidelines of this Order as part of the Departments contribution to the campaign for a clean and green environment of the national leadership.  To give sufficient time to those who will be directly affected, LTO shall launch a nationwide information dissemination campaign via radio broadcast/TV and/or newspaper publication to avoid unnecessary inconvenience and harassment in the process of its implementation.

Immediate compliance herewith is desired.
