I. AUTHORITY:

II. PURPOSE:

1. To define and establish the working relationship between the personnel of the Crime Laboratory (CL) and Traffic Management Group (TMG) within the Motor Vehicle Clearance Office (MVCO) of the PNP nationwide.

2. To delineate the responsibility between the personnel of the CL and the TMG in the conduct and issuance of a Motor Vehicle Clearance.

3 To provide a single and united effort in attaining a credible, reliable and efficient process ing of applications for Motor Vehicle Clearance in all PNP MVCO's nationwide.

4 To prevent the occurrence of incidents whereby carnapped motor vehicles are being nassed-on as brand new motor vehicles and are issued MVCC and subsequently regis tered by LTO.

5 To discourage vehicle manufacturers from producing MVs with defective chassis and/or engine numbers.

III. SCOPE:

This Memorandum Circular applies to all Crime Laboratory and Traffic Management Group personnel involved in the processing and issuance of motor vehicle clearance:

IV. POLICY:

1. Motor vehicles applying for Motor Vehicle Clearance Certificate (MVCC) shall undergo physical examination to be conducted jointly by TMG personnel and CL technicians.

For this purpose, a "ONE STOP SHOP" for the MV clearance system which shall provide clearance services to vehicle owners shall be established in all Regions nationwide to be composed of TMG personnel and CL technicians in order to ensure smooth flow in the processing of MV clearance.

2. The motor vehicles for macro-etching shall include the following:

a. Transfer of ownership
b. Change engine
c. Change chassis
d. Change color
e. Change body
f. Rebuilt/Assembled MV (second hand)

3. Physical examination and macro-etching result shall be us_ed only in the area where the . MV clearance certificate (MVCC) is to be secured and shall be conducted at the TMG designated area.

4. Crime Laboratory shall issue detail orders to technicians who shall conduct the macro- etching examination.

5. The macro-etching form prescribed by the Crime Laboratory should be the only official PNP form for such purpose and shall be the supporting document for the issuance of Motor Vehicle Clearance by the TMG. Stenciling shall be an integral part of macro-etching examination.

6. All transactions shall be properly logged and recorded with a corresponding report on. the result of action requested in the officially prescribed formats.

7. Payments for motor vehicle clearance certificate, to include the macro-etching fee shall be covered by a single receipt.

8. The clearance officer shall be held responsible for the smooth, effective and efficient implementation of this motor vehicle clearance system.

V. RESCISSION:

All directives, memoranda and other issuances inconsistent with this Memorandum Circular are hereby rescinded.

VI. EFFECTIVITY:

This Memorandum Circular shall take effect upon its publication.
