In order to sustain the high degree of use of high quality seed products, seed quality personnel (NSQCS, Seed Inspectors) are enjoined to maintain high quality standards. Seed producers must police themselves and expose scrupulous individuals. For their part, farmers must give feedback on the quality of the seeds they purchase to the seed producers, local technician and to the Department.

Seed producers who will sell low-quality seeds will be blacklisted or their accreditation revoked. On the other hand, quality control personnel who are found to be in connivance with seed growers that will result in the distribution of poor quality seeds will be dealt with accordingly by the Department.

This order supersedes all other Administrative Orders inconsistent herewith and takes effect immediately.
