AMENDING DAO NO. 2006-13 DATED 13 OCTOBER 2006 BY LIFTING THE BAN ON THE CUTTING AND TRANSPORT OF PLANTED TREE SPECIES WITHIN PRIVATE LANDS AND THE CUTTING AND TRANSPORT OF NON-TIMBER FOREST PRODUCTS (NTFPS) IN THE PROVINCE OF LANAO DEL NORTE



DAO No. 2006-13 dated 13 October 2006 imposed a total ban on logging, tree cutting and transport of logs, lumber and other forest products in Lanao del Norte in view of reported illegal logging and tree cutting activities as well as transport of illegally sourced logs and other forest products thereat.

The imposition of the ban affected the flow of supply of wood raw materials to wood processing plants and cottage or handicraft industries in Lanao Del Norte and neighboring provinces.

In view of the clamor of private tree plantation owners in Lanao Del Norte and other stakeholders, and on account of the request of the Sangguniang Panlalawigan of Lanao Del Norte to exclude planted trees and minor or non-timber forest products from DAO No. 2006-13, the ban is hereby amended as follows:
  1. The harvesting, cutting and transport of Non-Timber Forest Products such as Rattan, Bamboo, Nipa, etc. is hereby allowed within the province of Lanao Del Norte provided it is covered by a valid permit or similar permits from DENR such as Rattan Cutting Contracts and Ordinary Minor Forest Products License.

  2. Harvesting, cutting and transport of planted tree species in private lands is hereby allowed provided that these are covered by Private Tree Plantation Ownership Certificates or Certificates of Tree Plantation Ownership (PTPOC/CTPO).

  3. Planted trees which are allowed for cutting and transport shall be limited to the following species:

    Antipolo (Artocarpus blancoi)
    Bagras (Eucaluptus deglupta)
    Durian (Durio zibethinus)
    Falcate (Albizzia falcataria)
    Ipil-ipil (Leucaena leucocephala)
    Kakawate or Madre-cacao (Gliricida septum)
    Kamansi (Artocarpus communis)
    Large-leaf Mahogany (Sweitenia macrophylla)
    Marang (Litsea perrottetti)
    Marang banguhan (Artocarpus odoratissima)
    Santol (Sandoricum koetjape)
    Yemane (Gmelina arborca)

  4. The transport of logs, lumber, veneer and plywood and finished products derived from planted trees and non-timber forest products shall be monitored by the Multi-Sectoral Forest Protection Committee (MFPC).

  5. Forest products harvest, processed, treated and manufactured from other provinces shall be allowed to be transported via Lanao Del Norte provided that same are legally sourced and transport documents are complete.

  6. Transport of logs from planted trees and non-timber forest products sourced-out from other provinces to be utilized by forest-based industries shall be allowed provided that log supply contracts or purchase agreement shall be prior submitted and approved by the RED, DENR Region No. 10.
This Order takes effect immediately.
