[ PHILRACOM RESOLUTION NO. 10-10, S. OF 2010, May 05, 2010 ]

RULES/PENALTIES ON HORSES THAT ARE SCRATCHED ON DIFFERENT VARIOUS CIRCUMSTANCES



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, pursuant to the said mandate, the Philracom deems it necessary to come up with rules/penalties on horses that are scratched at the starting gate on different or various circumstances;

WHEREAS, the following rules, as recommended by the Regulation and Licensing Division of the Philracom, are proposed: 

1. Any horse that is scratched at the gate due to lameness shall be given an indefinite suspension but not less than thirty (30) days with one (1) barrier trial and veterinary clearance before running in a regular race.
2. If a horse is scratched at the starting gate due to an injury suffered while going to, while being loaded, or while inside the starting gate, the suspension is upon the discretion of the Club Veterinarian after assessing the condition of the horse.
3. No penalty shall be imposed on horses with no veterinary findings but was scratched at the gate due to jockey’s refusal to ride his mount.

NOW THEREFORE, the Philracom Board resolves, as it has hereby resolved, that the following proposed rules/penalties on horses that are scratched on different or various circumstances be adopted as follows:

RESOLVED FINALLY, that this Resolution be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned. After which, this resolution shall take effect immediately.
