[ PHILRACOM RESOLUTION NO. 14-10, S. OF 2010, May 19, 2010 ]

AMENDMENTS TO PR 46.4 OF THE RULES AND REGULATIONS ON HORSERACING



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, consistent with the said mandate, the Philracom feels the need to amend PR 46.4 of the Rules and Regulations on Horseracing which at present reads:

“In weighing back in for having less weight than the rider weigh-out with the horse shall be disqualified from the race and the rider may be punished provided the rider may have the option to weigh with the bridle or be allowed one-half (0.50) kgs. by the Clerk of Scales.

a. Placed First
b. Placed Second to Fourth positions and in exotic placings c. Unplaced Runners:

(1) Less than 1.0 kg.
(2) 1.1 to 1.5 kgs.
(3) 1.6 to 2.0 kgs.
(4) Over 2.0 kgs.”

WHEREAS, it was proposed by the Regulations and Licensing Division of Philracom that the foregoing provision be amended to read as:

“For having less weight during the weigh-in;

a. Placed First
b. Placed Second to Fourth positions and in exotic placings
c. Unplaced Runners:

(1) 500 gms and Less
(2) 501 gms to 1 kg.
(3) 1.01 kgs. to 1.5 kgs.
(4) 1.51 kgs. to 2.0 kgs.
(5) Over 2.0 kgs.”

WHEREAS, it was further requested that the said amendments to PR 46.4 be approved by the Philracom Board;

NOW THEREFORE, the Philracom Board resolves, as it has hereby resolved, that PR 46.4 be amended as follows:

“For having less weight during the weigh-in;

a. Placed First
b. Placed Second to Fourth positions and in exotic placings
c. Unplaced Runners:

(1) 500 gms and Less
(2) 501 gms to 1 kg.
(3) 1.01 kgs. to 1.5 kgs.
(4) 1.51 kgs. to 2.0 kgs.
(5) Over 2.0 kgs.”

The penalty will be:

RESOLVED FINALLY, that this Resolution effective 15 June 2010 be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned.
