[ PRC BOARD OF FISHERIES RESOLUTION NO. 01, S. 2009, March 04, 2009 ]

AMENDING SECTION 37 OF ARTICLE V OF BOARD RESOLUTION NO. 01, SERIES OF 2002, KNOWN AS THE “RULES AND REGULATIONS IMPLEMENTING PRC RESOLUTION NO. 2000-664, AS AMENDED”



WHEREAS, Sec. 37 states, to wit: “Sec. 37. Period of Registration as Fisheries Technologist without Examination. – All applications for registration without examination as Fisheries Technologists shall be filed in the Central and Regional Offices of the Commission not later than December 31, 2005. Anybody who failed to file his application for registration as Fisheries Technologist without examination on or before December 31, 2005 and who wishes to become registered and licensed Fisheries Technologist must take the licensure examination given by the Board of Fisheries”; (Italics supplied)

WHEREAS, Sec. 37 has been amended based on the Board Resolution No. 05, Series of 2007 extending the filing of applications without examination up to December 31, 2008;

WHEREAS, many fisheries professionals who are employed both from the government and private sector have not been registered after the deadline based on the Board Resolution No. 05, Series of 2007;

WHEREAS, Resolution No. 02, Series of 2008 of the Ginintuang Masaganang Ani (GMA) Program Implementers in Region VI, indicated that many devolved fisheries technicians/biologists in government would like to have the deadline for registration of Fisheries Technologists without examination extended to allow them the opportunity to apply for registration;

WHEREAS, having considered the merits for the grant of such request, the Board decided to move for the amendment of the afore-quoted Sec. 37 by extending the deadline of applications for registration without examination;

WHEREAS, in view of the foregoing request, the Board in its meeting on February 4, 2009 discussed thoroughly the provision of Section 37 and realized that there are many more qualified fisheries professionals who can be registered as Fisheries Technologists without examination; and

WHEREAS, the Board of Fisheries with the bill it has drafted under review by the Professional Regulation Commission prior to submission thereof to Congress for enactment into the “Philippine Fisheries Profession Act” has deemed the period prior to the enactment thereof as transitory for the extension of the grandfather clause;

NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to amend Sec. 37, Article V of Board Res. No. 01, Series of 2002, which now reads, to wit:

“SEC. 37. Period for Registration as Fisheries Technologist without Examination. – All applications for registration without examination as Fisheries Technologists shall be filed in the Central and Regional Offices of the Commission before the effectivity of the Rules and Regulations that will implement the “Philippine Fisheries Profession Act.” Anybody who will fail to file his/her application for registration as Fisheries Technologist without examination before the above deadline and who wishes to become a registered and licensed Fisheries Technologist must take the licensure examination given by the Board of Fisheries.”

This resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette, or in any newspaper of general circulation in the Philippines.

Let copies hereof be furnished to the Department of Agriculture and other government and private agencies where qualified applicants are connected with for dissemination to all concerned.
