REVISED IMPLEMENTING GUIDELINES FOR THE OPERATION OF MINI LIQUID NITROGEN PLANTS DONATED BY THE JAPANESE GOVERNMENT TO SUPPORT THE UNIFIED NATIONAL ARTIFICIAL INSEMINATION PROGRAM (UNAIP)



WHEREAS, it is the avowed policy of the government to manage, conserve and protect its meager resources;

WHEREAS, the Department of Agriculture (DA) supports the Livestock Program’s Genetic Improvement Program (GIP) of which the Unified National Artificial Insemination Program (UNAIP) is one major component;

WHEREAS, the UNAIP is an inter-agency collaborative effort aimed at providing strategic direction for the current AI efforts and harmonizing the AI initiatives of the Bureau of Animal Industry, National Dairy Authority, Philippine Carabao Center, Regional Field Units towards localizing the AI Services at the local government units;

WHEREAS, the ultimate goal or objective of UNAIP is to provide better opportunities for livestock farming communities by enhancing productivity and competitiveness through institutionalized AI delivery systems at the village level;

WHEREAS, recognizing the critical role of liquid nitrogen (LN2) the government of Japan in 1999 through the Japan International Cooperation Agency/Japan Overseas Cooperation Volunteers (JICA/JOCV) donated six (6) mini liquid nitrogen (LN2) generating plants and these were installed at the Central Semen Distribution Unit (BAI-CSDU), DA-Regional Field Unit III, DA-Regional Field Unit VII, Malaybalay Stock Farm (MSF), NABC Lot 184 and DA-Regional Field Unit XI to support the implementation of UNAIP;

WHEREAS, the experience gained from the six donated LN2 equipment has demonstrated the capacity of the Philippine government to sustain and maintain these investments;

WHEREAS, the DA through the GMA-LP has also recognized the need to have access to supply of LN2 in other areas of the country by providing funds for the acquisition of another three (3) mini LN2 generating plants in Malaybalay City, Dumaguete City and Agusan del Sur;

WHEREAS, there is a regular program monitoring of the nationwide implementation of UNAIP to take appropriate measures for the continual improvement of systems and processes;

WHEREAS, in the last Consultative Meeting in Palawan on June 15-18, 2010, a review of LN2 plants management was conducted and based on good accounting and auditing practices, a new scheme on the administration and management of sales proceeds was agreed;

NOW, THEREFORE and in consideration of the foregoing premises, the Department of Agriculture hereby amends DA-BAI Administrative Order No. 1, series of 2009 with the following:

Responsibilities:

1. On the part of DA-Regional Field Units (DA-RFUS):

a. Assume overall LN2 plant management including preparation of regular annual maintenance plan and its implementation;

b. Recipient RFUs to open/maintain a separate account (Trust Fund) for proceeds of LN2 sales;

c. Ensure that funds are available for the replacement of critical parts in accordance with the maintenance plan; and

d. Sales proceeds used primarily for the payment of salaries/wages of contractual personnel hired to operate the equipment and electricity and water.

2. On the part of BAI:

a. Extend assistance in preparing the maintenance and operational plan and provide technical backstopping; and

b. Conduct periodic audit of LN2 plant performance

Recommended Price of LN2:

1. For purposes of uniformity, the selling price of LN2 is maintained at PhP80.00 per liter.

This Order supersedes DA-BAI Administrative Order No. 1, series of 2009 dated January 12, 2009 and shall take effect upon its signing.

UNIFIED NATIONAL ARTIFICIAL INSEMINATION PROGRAM
PROGRAM BRIEF

The Unified National Artificial Insemination Program (UNAIP) for large ruminants provides the strategic direction in the current AI efforts for cattle and carabao production, in support to the livestock genetic improvement agenda of the Department of Agriculture (DA). It harmonizes the undertakings of the national livestock agencies namely the Bureau of Animal Industry (BAI), Livestock Development Council (LDC), National Dairy Authority (NDA), the Philippine Carabao Center (PCC), and the Regional Field Units of the DA (DA-RFUs) in carrying out efficient and effective livestock breeding programs using the artificial insemination technology. The program also pursues to expand the government initiative of further intensifying the institutional capability of the Local Government Units (LGUs).

Overall,UNAIP seeks to put in place the AI infrastructure and mechanism that would ensure sustainability by way of improving essential integrals to include development of human resource, provision of equipment, and strengthening of linkages and partnerships with other stakeholders, i.e., CSOs, academe, and the business/market community.

GOAL/OBJECTIVE

To provide better opportunities for livestock farming communities by enhancing productivity and competitiveness through institutionalized AI delivery systems at the village level.

- Accelerate AI diffusion rate to 30% of breedable cattle and carabaos (243,000 head)

- Increase conception rate of cattle and carabaos at the field level to 65% and 45% respectively

- Effectively institutionalize the provision of AI services in at least 50% of the LGUs

SALIENT FEATURES OF THE PROGRAM

- DA-RFUS play a very crucial role in the implementation and localization of the program

- The program is implemented under a cost-sharing scheme;

The DA covers the following:

          - Training of AI Technicians

- Cattle and Water Buffalo semen supply

- Liquid Nitrogen Tanks (one storage and one field tank) and AI gun for new LGU program recipients

- Information, Education and Communication (IEC) Materials

The LGU counterpart to the Program provides for the following:

- Full Time AI technicians

- Travel Allowances

- Cost of Liquid Nitrogen

- Cost of AI supplies (AI gloves and semen straw sheaths)

- A Memorandum of Agreement (MOA) between the DA and the Department of Interior and Local Government (DILG) was executed on August 3, 2001, with the seal of commitment from both parties

-AI Structure established to identify responsibilities from the national down to field level. The Program strengthens the role of the BAI, particularly the National Artificial Breeding Center

- Semen that are supplied and distributed by the Program will be sourced from carefully selected animals (pedigreed and performance tested) under the agreed breeding plan of the DA

- AI technician and animal identification systems will be introduced by the Program to facilitate systematic monitoring and evaluation

- Training courses unified and standardized, utilizing trainors within the DA and tapping some expertise from the academe

= The Reporting and Monitoring System willl be improved, with the potential of using appropriate information technology (introduced the UNAIP E-Report System in June 2006)

- The Program introduces incentives, rewards and recognition mechanisms that are results oriented or output-driven.

COST BENEFIT

UNAIP will benefit the cattle and carabao industry in terms of new jobs created, AI technicians and farmers owning improved quality of animals, as well as indirect production activities such as milk and meat processing.

COVERAGE AND RESOURCES

UNAIP currently covers 70 out of 79 provinces and 466 out of 1593 cities and municipalities. There are 587 active AI technicians nationwide (composed of 18 National, SCU, 22 RFU, 339 LGU & 210 village-based AI Technicians (VBAITs). Three hundred forty nine (349) and 316 field liquid nitrogen (LN2 ) tanks were also distributed until 2005. Further, 369 AI kits/guns (instruments) and 187 motorcycles were also disseminated. Six (6) mini LN2 generating plants were also established through the Japan International Cooperation Agency/Japan Overseas Cooperation Volunteers (JICA/JOCV) in 1999.

NOTE

UNAIP Phase I started in September 2001 and ended in December 31, 2006

UNAIP Phase II started in January 1, 2007 – to present and working for the integration of the Small Ruminant AI program into UNAIP.
