[ LTO MEMORANDUM, December 27, 2005 ]

INSPECTION AND IDENTIFICATION OF REFRIGERANT TYPE IN MOBILE AIR CONDITIONING SYSTEM (MACS)



Pursuant to the Revised Chemical Control Order for Ozone Depleting Substances (DENR AO No. 2004-08), and in compliance with the Memorandum of Agreement (MOA) entered into by and among the DENR-EMB, DOTC-LTO, DOLE-TESDA, DTI-BTRCP/ BOI/BIS/BPS, and DOH-BFAD relative to the National Chlorofluorocarbons (CFCs) Phase Out Plan that aims to eliminate the remaining consumption of CFCs in the Philippines, the undersigned hereby reiterates Memorandum dated 28 November 2003 concerning the above subject.

In the absence of refrigerant identifier, all motor vehicle inspectors and/or personnel concerned shall have the following options to recognize the CFC type:

 

- Visual identification through the sticker found in the compressor which indicates whether R12 or R134a;

 

- Identification of the service ports;

 
 

(a) service ports of R134a has thread inside the valve;
(b) service ports of R12 has thread outside and around the valve

 
 

- Through the year Model:

 
 

(a) 1998 and below – R12; and (b) 1999 and above – R134a

 

You are advised that under Sec. 11e of the Revised CCO, use of CFC in MACs starting 2006 in motor vehicles manufactured and/or initially registered from 1999 onwards shall be prohibited from registration, and starting 2012 in all motor vehicles.

You are further advised to maintain a logbook from manual recording of all MACs inspected and for easy capturing of data in the report preparation.

Henceforth, no MVIR (Motor Vehicle Inspection Report) shall be approved without inclusion/notification of refrigerant type and year model in the said inspection form.

Previous orders and memoranda in conflict herewith are deemed superseded.
