[ MTC RESOLUTION NO. 3, SERIES OF 2005, November 23, 2005 ]

APPROVING THE REVISED MANAGEMENT COURSES FOR THE MARINE DECK AND ENGINEERING OFFICERS



WHEREAS, Regulations II/2 and III/2 of the 1978 STCW Convention, as amended, require that every candidate for certification under these regulations shall have completed an approved education and training and meet the standards of competence specified in the corresponding sections of the STCW Code.

WHEREAS, the Maritime Training Council under Resolution No. 12, series of 2000 adopted the adjusted IMO Model Courses 7.01 and 7.02, as the approved courses for the marine deck and engineering officers, respectively, but its implementation was suspended upon representation from the maritime industry that the said model courses shall be reviewed and revised thoroughly to consider its viability vis-à-vis the duration, flexibility and relevance applicable to the Filipino operational level officers.

WHEREAS, in order to enable the Professional Regulation Commission to continue certifying candidates under Regulation II/2 and III/2, the Maritime Training Council issued Resolution Nos. 06 and 08, Series of 2002 which provided for an interim arrangement for the compliance of the aforementioned regulations and such arrangement and its extensions were reported to the IMO Secretary-General.

WHEREAS, the Maritime Training Council authorized the revision of the adjusted IMO Model Courses 7.01 and 7.02 by an ad hoc technical working group whose final draft was reviewed by an expert panel which was duly constituted.

NOW, THEREFORE, in view of the above premises, the Maritime Training Council having seen the text of the final draft of the management level courses for the marine deck and engineering officers and having noted the comments of the expert panel, HEREBY RESOLVES to adopt the same as the approved education and training curricula prescribed under regulation II/2 and III/2 of the STCW, respectively; provided, however, that the MTC Secretariat in coordination with the Commission on Higher Education, Professional Regulation Commission and other concerned maritime organization shall keep the said courses under constant review for updating or adjustment as deemed proper.

RESOLVED FURTHER that the interim arrangements authorized under MTC Resolution No. 06 and 08, series of 2002 and MTC Resolution No. 01, series of 2004, and MTC Resolution No.01, series of 2005 are hereby superseded accordingly.
