[ MIA MARINA CIRCULAR NO. 2011-01 S. 2011, October 27, 2010 ]

RULES FOR CONSTRUCTION OF WOODEN HULL SHIPS AND FOR WOODEN HULL BOATS WITH OUTRIGGERS



Pursuant to PD 474, Sec. 12 (e) of E.O. No. 125/125-A, Sec. 1 (1) of P.D. No. 1059 and Sec. 10 (11) of R.A.No.9205, the following are hereby adopted:

I. OBJECTIVE:

To enhance and foster the safety of wooden hull ships to be constructed in the country.

II. COVERAGE

This Circular shall apply to all ships/boats to be constructed and subsequently operated in the Philippines using wooden hull materials.

III. GENERAL PROVISIONS

1. The following rules and standard design, as herein attached and made as an integral part of this Circular, are hereby officially adopted, and shall serve as minimum standards and requirements in the construction of wooden hull ships, including wooden hull boats with outriggers;

1.1 Rules for Construction of Wooden Hull Ships; and
1.2 Rules for the Construction of Wooden Hull Boats with Outriggers.

2. Ships plans involving wooden hull ships to be constructed, and subsequent repairs thereon, shall comply with the herein adopted rules and standard design before approval is given, and authority to construct is issued by the MARINA.

3. The MARINA management shall coordinate and supervise the implementation of the herein adopted rules for the construction of Wooden Hull ships and for Wooden Hull Boats with outriggers, and provide guidance/resolution to any provisions therein  that require further interpretations/clarifications. Authority is likewise given to MARINA Management to ensure periodic review ad evaluation of such rules and to introduce amendments/ improvements thereto.

IV. REPEALING CLAUSE

All circulars, rules and regulations and other issuance inconsistent herewith are hereby amended or repealed accordingly.

V. EFFECTIVITY CLAUSE

This Memorandum Circular shall take effect after fifteen (15) days following its publication once in a newspaper of general circulation or in the Official Gazette.
