[ PRC BOARD OF MARINE DECK OFFICERS RESOLUTION NO. 11-104, S. 2011, June 13, 2011 ]

IMPLEMENTATION OF THE REVISED MANAGEMENT LEVEL COURSE, THE APPROVED EDUCATION AND TRAINING UNDER PARAGRAPH 2, REGULATION II/2 OF THE STCW CONVENTION



WHEREAS, paragraph 2, Regulation II/2 of the STCW Convention provides that candidates for certification as Master and Chief Mate on ships of 500 gross tonnage or more must have completed the approved education and training and meet the standards of competence specified in Section A-II/2 of the STCW Code, and adopted as the “Management Level Course.”

WHEREAS, in compliance with the said requirement, the Maritime Training Council (MTC) developed an approved education and training program for candidates for certification as Master and Chief Mate on ships of 500 gross tonnage or more.

WHEREAS, the Management Level Courses for the Marine Deck and Engineer Officers was issued by the MTC for implementation under Resolution No. 03, series of 2005, and was revised under MTC Resolution No. 4 dated June 9, 2011.

WHEREAS, the completion of the approved education and training under paragraph 2, Regulation II/2 of the said Convention, was required under Section 30, Article VI of Board Resolution No. 144(A) dated November 20, 2009, the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 8544.

WHEREAS, the Board deems it necessary to provide for the policies and guidelines in the implementation of the Revised Management Level Course.

NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, that:

  1. All Chief Mates and Master Mariners who are already licensed or duly registered with the Commission are EXEMPTED from taking the Management Level Course.

  2. All Officers-in-Charge of a Navigational Watch who will take the Chief Mate Licensure Examination shall be covered by this Resolution.

  3. An Officer in Charge of a Navigational Watch shall undergo ALL the THREE FUNCTIONS of the Revised Management Level Course as a requirement for the Chief Mate Licensure Examination.

  4. The requirement for the Revised Management Level Course shall be FULLY implemented starting January 2, 2012.

  5. The Management Level Course or any of its Functions shall only be taken once by an Officer in Charge of a Navigational Watch.

This Resolution amends Section 30, Article VI of Board Resolution No. 144(A), the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 8544 dated November 20, 2009, in so far as to the implementation of the Management Level Course is concerned and any previous issuance to the contrary.

Let a copy of this Resolution be furnished the U.P. Law Center and published in the Official Gazette or in a newspaper of nationwide circulation.
