REVISED GUIDELINES IMPLEMENTING THE TRAINING GRANTS FOR SEAMEN'S CAREER DEVELOPMENT



In the interest of the service and in response to the call of the maritime industry for the government to assist in increasing the level of competence of merchant marine officers and skilled ratings, MOI No. 081, series of 1989 (Guidelines Implementing Training Grants for Seamen's Career Development) is hereby modified as follows:

I.
Objectives

The Training Grants for Seamen's Career Development is aimed at increasing the number of employable and qualified seamen for the international seafaring market. It also seeks to give Filipino seamen appropriate training to be able to meet the demand for highly skilled officers and ratings abroad.

II.
Entitlement

All Filipino seamen who have OWWA contributions shall be entitled to avail of the training grants subject to the following scheme:

a. Three (3) or more OWWA contributions shall entitle a seamen to avail of a training grant with OWWA assuming full training cost in only one (1) course.

b. One (1) OWWA contribution shall entitle a seamen to avail of grant through OWWA training loan.

c. A seamen who has availed of full scholarship under the program shall be entitled to another training grant after completion of at least four (4) more employment contracts with corresponding OWWA contributions.

III.
Admission Requirements

Applicants for training grants shall submit the following for purposes of registration and acceptance:

1. Accomplished application form
2. Seamen's Identification and Record Book (SRIB)
3. Pre-qualification and admission report issued by the training center
4. 1" x 1" photo (2 copies)
5. Community Tax Certificate (latest)

IV.
Courses

The program shall include scholarship in courses relevant to identified skills needed in the international maritime market.

V.
Training Centers

The program shall be conducted in coordination with reputable training centers that meet the standards and requirements of the maritime industry.

VI.
Penalty Clause

Any grantee who shall fail to finish a course without justifiable cause shall be compelled to shoulder the entire training cost.

VII.
Implementation

The program shall be implemented by the Field Services Office thru NCR-Manpower Development Division in coordination with the Training Assistance Division of Manpower Development Benefits Department, Plans and Programs Office.

VIII.
Monitoring/Evaluation

The Manpower Development Benefits Department thru the Training Assistance Division in coordination with the Field Services Office thru NCR-Manpower Development Division of OWWA, the manning industry and concerned training centers shall conduct periodic monitoring and evaluation for the improvement of the program.

IX.
Budget

The program shall be provided with the necessary budget as approved by the OWWA Board of Trustees.

X.
Repealing Clause

All Secretariat issuance or parts thereof inconsistent with the provisions of this MOI are hereby repealed, amended or modified accordingly.

XI.
Effectivity

The MOI shall take effect immediately.
